I don’t know, I’d probably wouldn’t get her something to do with horses myself. Never know what she’ll like, so best to play it safe and go with chocolates or a dvd you know she’ll like. Maybe take her shopping and let her pick something out, then at least you can be sure that she’ll like it.

You can take her to a rodeo or horse show;
there are several "western" quilt kits on the market (you buy it and put it together);
If she has a deceased horses hair, you can have a bracelet or necklace made from it (depending on length available) from PonyLocks.com;
you can muck her stalls for her and feed them; how about sculptures or paintings;
a nice coffee table book with beautiful drawings; take her horseback on a beach or on a trail;
do a dude ranch trip;
make a CD that has songs on it about horses…
